The right question may be is it moving more slowly than YOU can stand… modern audiences often have trouble with films of the early 20th century for that reason, with scenes that last more than a few seconds, because of the frenetic pace of more recent films and TV shows.
I’m on the high side of 55 and I find some shows hard to watch not for a lack of attention but because the human side of the stories, the relationships, the emotional development are glossed over in favor of action and special effects.
But even I will admit that Annie rarely moves as quickly as I’d like. Other strips, like Mary Worth, Rex Morgan, or The Phantom, make Annie look like a quick-moving feature!

Is this plot moving at a snail’s pace, even for a daily strip, or is it just me?

That’s the way it moved ten years ago when it was written.
