I found that using plants that are popular in the golf courses around me, I have good-looking and water-frugal plants. They have to pay for a lot of water, so they have a great incentive. Oh, and I can avoid things like just rocks and cactus while still being to water for about 15 minutes once a week (maybe twice a week when the temps get up near 100).
On the Jersey Shore, most houses have pebble or sand yards, albeit with patches devoted to salt resistent shrubs. When I was a kid there was one big house that had a lawn (not a great one, mind you). It was a bit of a landmark.
