Thank you, all! Your comments helped me understand the joke was a little simpler than what I was thinking. “Last but not least” is not usually applied to competitors (in any kind of racing). So it really is kind of funny for the very last in a contest to claim this phrase. At least, they aren’t “least”! I really do like the elusiveness of BC et al.
