Because it makes more sense than manufacturing a different keypad without Braille just for the drive-through ATMs. If all the keypads have Braille then it doesn’t matter where the ATM will be installed.
The thing that gets me is that it would take about 20¢ per machine to make a card reader that would read the card no matter how you inserted it. Instead, they spit it out and make you re-insert it.
