If you’re walking a dog and they want to go faster than you, they tighten the collar around their neck. If it bothers them much, they’ll stop pulling. Better to keep them close than to let them run out with a retractable leash and get hit by a car.
The best defense against lunging is to first teach the dog to sit. This way, on your first few walks, you tell the dog to sit every few feet. This teaches the dog to anticipate sitting and prevents pulling. Pretty soon, depending on the breed, you can stop doing this but you’ll always be able to stop him from lunging by saying sit .

I’ve heard of amputees experiencing phantom limb, but it looks to me like that dog is experiencing phantom leash.
