The owners should have kept the gate closed and shouldn’t have the dog tied up. Dogs are more defensive if they’re tied up and can’t defend themselves if necessary. If Fred gets in a fight with this dog and gets hurt, it won’t be the fault of that dog’s owners but the fault of Fred’s owners because they let him run loose. For his own protection, Fred should be in a nice fenced yard or on a leash. I know this is a comic, but . . . .
In my neighborhood any dog tied up will be mountain lion food. Dogs running free will either be mountain lion food or end up in the dog pound. Fred should be chipped.
There was a Doberman Pinshcer that teased my dog like that once. Then he found out how strong a German Shepherd/Labrador Retriever/St Bernard mix can be!
We had a neighborhood rabbit that learned this trick. The beagles about two doors away would scream, “Help! Help! A horrible, terrible BUNNY is going to murder us all in our beds!” and Bunny just kept nibbling grass.
