What Rover should have done is call the school and speak to the principal or whoever else is in charge of the lunch program and tell him or her what happened, then drive to the school and give that person the lunch to quietly give it to Boog. If Boog had his cell phone on, he could also have called Boog to tell him what was happening so that he would not worry. In this way, Boog would have his lunch and still not be embarrassed.
When my kids were in elementary school, if a lunch was forgotten, the school would provide a peanut butter and jelly sandwich and a milk for the kid who didn’t have a lunch. I don’t know if this is the norm at other schools, but I don’t think Boog will go hungry. I do think Rover should have attempted to bring the lunch to the school, though…

Not sure if schools provide peanut butter and jelly for kids who owe on lunch.Just talked my daughter school she went to kids owed money or had no lunch with them either sponged off or sat not eatting.
My kids school will provide credit for one lunch if the child forgets. The second time the child will get a roll and a milk. Third time, sorry… the child’s parents are called for them to provide something for the child to eat.
