I have emailed the government organization here in Puerto Rico that handles the EZ Pass for the highways .(Autoexpreso) They send back a message to call their number to speak to someone. I call, and the automated system takes you around in circles, and eventually tells you to email them. Talked to 2 other expats that said they gave up after months of trying, and now wait in the far right lane to pay by Autoexpreso card.
