The kids in my neighborhood wear shorts regardless of weather. Sometimes hats, and if jackets then they must be open. They seem to take “being cool” a bit too literally.
The kids in my neighborhood never have to wait in the cold. When the bus arrives the doors open from the line of cars waiting, and the cars are back in the afternoon ready to pick them up again. Even the High School kids.
