My plan was to have Halloween observed on the last Saturday in October. Kids could “Trick or Treat” either during the afternoon (for safety) or at night. Also, you could recover from any parties on Sunday.

I’d make it the last Friday in October, so kids could have their parties at school, and go trick-or-treating right after school.
