Jill calls Santa Rosa “Loserville” while working law enforcement in the Arizona desert. Quartzsite is the biggest town in La Paz County with about 3700 inhabitants.
I’m a little confused about the “agency” that Chelle is pitching to Jill. Both of them presumably worked, in some capacity, for some government agency or another that had goals that its managers thought were good for the country. Chelle now wants to “do [her] own thing,” instead of “taking directions from people with less experience than [her].” ( https://www.gocomics.com/janesworld/2021/03/26 ) So, she has her own ideas, based on experience, about what would be good for the country, and plans to pursue these, freelance, using her trust fund?
