I can’t speak for all places (e.g., Philly), but here those who get regular assistance from the missions fill out applications. Included on the applications are entries for pets (and housework/yardwork). So if pet food is donated, it’s provided.
There’s a couple I know who run a charity where they collect dog and cat food, package it up, and donate it to food banks, so poor people don’t have to give up their pets.

Our local homeless shelter lets people bring their pets. I don’t think the food bank takes pet food, but there are pet food banks. I think Sarah might want to re-direct Sunny to a different provider if they aren’t the right service for the job.
