That looks like one of those iridescent collars that hunters like to use on their dogs. They come in these real bright yellows, lime greens, etc. They have a tag on them with the owner’s name and phone number on it.
I like that one LD. And what are the chances of you finding a collar when you just asked for one? You should have specified red first. :-)
