No, look at the signature in the lower right corner of the last panel. Bud Fisher penned this one. By the 1960s Al Smith had taken over as the artist for Mutt and Jeff.
Al Smith started drawing M&J in 1932, but he still signed it “Bud Fisher” for years. He didn’t start signing his own name until 1954, so technically this is an Al Smith strip.
