No, their parents are right there ignoring the behavior of their offspring. Been there and seen too much of it. One library director I know had a sign that unattended children would be sold. Of course, one look and who would buy them?
The libraries around here have all these nice programs for kids, but they get so out of hand. (Just like in this strip). I was in my local library one day when I heard a worn out mother say the kids were hyper due to all the cookies they were given plus the red dye in the Kool-Aid.

Now you don’t need a library for story time, you have recordable books and e-readers with text-to-speech features.They could read to young kids.
