It’s just that, up until now, there has never been any food on any plate. There was a strip about Rat complaining that Pastis couldn’t draw well enough to draw food, and that he was leaving because of it.

There’s actually one other a few months ago with food on plates….rat is wreaking his revenge on the all-you-can-eat-buffet.
