I did that once. My mom was in a wheelchair in line at Wally World, a plumber’s crack right in her face, only obviously NOT a plumber. I made a remark similar to Opal’s. He did pull up his pants (temporarily of course) but did not skedaddle.
I was at Ridgmar Mall in Ft.Worth, TX with my 7 yr. old daughter. We were in line at a Deli in the food court and in front of us was a group of high school aged kids wearing the most horrid clothes. The boy in front of us had his pants hung low and you could not avoid seeing his Spiderman underwear and more. My daughter who had recently bought a coloring book, shoved it in his pants to hide his cheek cleavage saying “You need this more than me till your butt tits mature”. The kid was so embarrassed he pulled his pants up and moved forward to the front of his friends. Most everybody in line had a great laugh that day.
I recall being at a Costco and the woman in the next lane was bending over to load stuff and you could see her thong because her jeans were slung so low. Me and the clerk just looked at each other all horrified. When I’m trying on jeans in the dressing room, I always bend/squat to see how far down they ride before I purchase them!

Guilt is a useless emotion. Although you need it to be Catholic or Jewish.
