It’s my guess Tracy is fakin’ it and knows exactly what he’s doing—blending in to figure out what’s going on. He had to be told who he was and what he did, and he commented it was strange to be back in his police uniform.
Not to be picky, but the sentence in panel one should read “To whom is this note connected.” The use of “whom” is correct; the sentence structure is not.
I still don’t understand why no one has reacted to Moon Maid’s reappearance being noted in a television report, specifically Junior and Honeymoon. Also I remember that as a small child, Honeymoon was always drawn playing with metal objects, such as paperclips, hanging from her fingers, attesting to her magnetic capabilities. We haven’t seen teenage Honeymoon displaying any of her inherited powers.

Perhaps Mayor Armstrong is a reference to our Bread and Circuses mayor, Jane Byrne. With a few blonde tips in her hair, Mayor Armstrong could pass for Mayor Byrne.
