I agree that this is a comment on how Washingtonians/the media react to bad weather. I often feel the same when it happens here in Philadelphia.
But I, like Toles, have decades of experience with Buffalo winters before relocating. While Buffalo winters can be hard, they are not as bad as the media would have you believe. Or maybe we’re made of more stoic stuff. It does make winter storm hysteria, at least from the Mid-Atlantic and north, seem to be, well, hysteria.
You can live in the US of A and not get it either. I’m aware of Breaking Bad but only in the respect that I’m aware of Jay Z or World of Warcraft. Thank you leftwingpatriot for your comment! The mention of Jesse Pinkman was the sock puppet I needed to connect "Mr. White and what I had assumed was going to be a torrent of vitriol directed to Zipper’s cancer retort! Now a Doctor Who reference I would have understood without the help of a comment :-)
We can debate whether Rick’s mirth is justified, in character or whatever.
But the real discussion is on the inherent merit of “Repo Man.” Fun, twisted plot. Lots of hidden sight jokes. Great quotes from great actors playing memorable roles:

12/2811. The day Sam became a Doonesbury adult. The wide-eyed innocence/world-weary heavy-eyelid difference really captures body language so well given the limits of 2 dimensions and no motion.

Alex’s transformation was the first time I remember it happening to a regular character in the midst of a strip though if memory serves, Boopsie has had a brief flash or two of the Doonesbury eye before resuming her wide-eyed demeanor Any one remember when Jeff changed? Will Zipper?
Lew, the Vonnegut book it which you refer is Slaughterhouse-Five and that sub-plot is about the death of Edgar Derby for taking a teapot that was undamaged during the bombing of Dresden in WWII.
Technically, BD is also a caricature. The inspiration was Brian Dowling, Yale quarterback when GT went there and was cartoonist for the student paper. Dowling’s hardly a household name and the character has grown way past those roots. And, yes, GT has not drawn caricatures of any President, but he has yet to depict him as a symbol (waffle, centurian helmet, etc.)
