   Quite right. I was being overly simplistic in my original comment. A source of confusion, I think, is that the original strip used various densities of Zip-A-Tone to indicate shading, and has since been colorized, making it a bit difficult to figure out what may have been the original intention for each background character.

   Pretty sure the gag is meant to be comparing arriving tourists to departing tourists (rather than comparing tourists to non-tourists.) This particular strip probably would not fly if written today, as it’s all about skin tone (and also assumes all tourists are white.)

   Would have been funnier if the second panel were replaced with the existing third panel, and then there was a new third panel where he combed the hair back down.
