   Pretty sure the gag is meant to be comparing arriving tourists to departing tourists (rather than comparing tourists to non-tourists.) This particular strip probably would not fly if written today, as it’s all about skin tone (and also assumes all tourists are white.)

   Would have been funnier if the second panel were replaced with the existing third panel, and then there was a new third panel where he combed the hair back down.

   Would have better comic pacing if the dialogue from the fourth panel were moved to the fifth panel, so there would be a single silent beat of Jeff holding the man’s beard with the old man looking shocked and speechless, then the old man would only say “Let go of my beard!” once, in the fifth panel, followed by the existing sixth panel. The beat of Jeff’s needing the old man to repeat himself would be eliminated. Shorter, sweeter, and funnier.
