    Endotherms generate a basal amount of body heat, but can thermoregulate within a wider band of ambient temperatures by techniques such as panting or shivering. The comic shows snow on the ground, so shivering would be the appropriate mechanism to extend functional range. Ectotherms have body temperatures the same as ambient and so wouldn’t benefit from an insulating coat – that’s why there aren’t furry lizards. Some ectotherms can use muscular contractions to generate heat (e.g. some insects shiver to warm up their flight muscles) but lizards and frogs don’t. Go find some other topic to get worked up over, because you’re just wrong about this one.
