No, fascist doesn’t fit. Not at all. “labels” have meanings… and unfortunately people like you who are very simple can’t comprehend meanings that require more than one sentence to explain.
Fascist does not mean “authoritarian” or “totalitarian”. Those words already exist. Use them.
Fascism is a type of authoritarian ideology. And the type of thing they want to control is not stuff like noise pollution.
