The Peanuts wiki says “Oliver is often depicted as the most clueless of the Beagle Scouts, often bringing odd items on their campouts or responding improperly to the roll call,” which is a pretty good description.
There’s been a series of comic books over the last 10-15 years that contain new drawings of Peanuts characters by current artists. They still talk on landlines like in this strip. Some of the books have original strips by Schulz mixed in with the new stories, but the look is consistent across all of the art.
