He can’t play you anything – the part that plays the tune, called the chanter, is missing. All those will do is drone. (It’s always amazing how rarely cartoonists will look a a real bagpipe before attempting to draw one!)
I was thinking that this was the oldest copied premise I’d ever seen in a cartoon, but then realized that Adam and Eve is a lot older than Aesop, and has been used a lot more often.
