   That one doesn’t even make sense. The whole purpose of the joke is the pun involved in “red” and “read” being pronounced the same, meaning that someone has “read” the paper, making it “read all over” as a result. The whole “commie” thing is just muddying the waters, and hijacking the joke for some sort of pointless political jab.
