    The cars run on DC. But can be charged with either. The super chargers you hear about use high voltage DC (and high current). But they can also be plugged into a normal house outlet (and take a very long time to charge)

    Under 18, you are not competent to make a life/death decision. Once you turn 18 you know everything, so thus you are competent. In Virginia, front seat passengers must wear seatbelts, back seat under 16 must wear seat belts. But to the original question, an officer can tell from a long way away if you have a helmet on. Seat belts are harder to detect
