No, it was just lumped into the act that moved the federal holidays to Mondays (including Columbus Day), but, because the date 11/11 was so significant to so many, enough people complained and just that one day was moved back to its original date. Probably didn’t want to do the Monday in November because of Thanksgiving wandering around the end of the month.
