The most logical reason would be to do what he’s doing, show that he’s in pursuit of the criminal Green Hornet as a diversion. I doubt such tactics would work today if it weren’t for the fact that the Hornet wears gloves all the time. Still, it would be impossible to not tie them together if any of Hornet’s blood or saliva were compared to Reid’s.
Remember, GP’s side window was open so he could shout back at Tracy. I describe the possibility below. That said, GP was basically a rag doll in that van when it went over the side. He wasn’t wearing a seat belt that I can recall.
JSYK, a snub-nose is a notoriously inaccurate weapon. Even with the van’s tires only 6 feet away (or less) it’s very possible to miss and the angle into the windshield at the shot was possible. That said, hitting Ghost Pepper himself would have been nigh-on to impossible, other than GP himself sticking his head out the window. On the other hand, the sound of two shots could have caused a reaction by GP to exacerbate his loss of control of the van. (He did, after all, believe he had disarmed Tracy.)
