In fact, sandbags already onboard an airborne balloon can only be used to achieve the opposite effect, i.e. make it rise more. As a sandbag is jettisoned from the balloon’s gondola, the weight of the whole craft is thus reduced by the sandbag’s weight and the balloon instantly starts rising as a result.
The only way to make a balloon come down is to release some gas to reduce the volume of the balloon: this will make the balloon less buoyant and it will instantly start to come down.
