Doesn’t matter what the American style is, if the American style makes no sense. If the period isn’t part of what’s been quoted, it should go outside of the quotation marks, just like question and exclamation marks. The only reason it isn’t is because of practices that developed alongside the handsetting of movable type. It’s an ancient and nonsensical rule that should be abandoned.
