As for lightning, the voltage is not how much power is contained, it counts but amperage is the measure of power (war of the currents anyone?) – partly correct but totally wrong with how it is presented.
Interesting that Glasgow got that rating (for the US), since Copper Harbor MI is accepted as the farthest in the US from an Interstate Highway. One wonders what criteria were used, and those poor people with extra visitors.
