No… “CSS” is style sheets, it allows you to define how a an entire site will look piece by piece (otherwise known as elements). Fonts, colors, styles (italic/bold/underline). You can get pretty in depth and complicated with style sheets.
C++ is a computer programming language, and not really ever used for website design. I’ve used everything he listed above except for C++ for web design (server backend applications can be written in C++ that parse and return specific strings so that’s a way I suppose).
It’s laziness. Plain and simple laziness.
