Wifi isn’t a stand-alone method of connecting. It has to have something to connect the router with the rest of the world. So you could have “free wifi” that then goes to a semaphore tower with an effective rate of about 10bps or even wifi that then gets printed out and taped to the back of a tree sloth to carry to the next system.

If this page has then quoted them exactly as they ran, then you’re right about them starting off with “Dear Ann” and not “Hey you!” or “To whom it may concern.” :) (or just jumping right to the issue without any sort of greeting at all.)

It was “Dear Abby”, definitely, but Ann’s column was just “Ann Landers”, wasn’t it? If so, it’s harder to see why they’d mistake the “Dear Amy” and “Ask Amy” if Amy was following Ann Landers’ column and not Abby’s.
