It was a fanfic of a superhero-style universe. Three gangbangers had broken into one of these superheroes’ houses to kidnap his daughter, because they believed she had powers. His power was to enlarge and animate miniatures, and of course he had arranged defenses in his house in case he was attacked. He spoke the above lines to the gangbangers while he was activating those defenses.
Burt has it wrong: Vulcans control their emotions, not suppress them. Witness the occasions in TOS where Spock’s control slipped.
