Matthew 25:36-40 covers that – “Teacher, which commandment in the law is the greatest?” He said to him, “’You shall love the Lord your God with all your heart, and with all your soul, and with all your mind.’ This is the greatest and first commandment. And a second is like it: ‘You shall love your neighbor as yourself.’

Not just numbered – they are also grouped differently. One set combines “No other gods before me” with “no graven images” and another combines coveting “neighbor’s wife” with “neighbor’s house….”. You have wording differences in some places – no real change in meaning but does allow for differing interpretations (or levels of importance) to be made.

So yes, they are basically the same but the differences have caused a lot of problems over the years. They also set WHICH sects of Christianity (or Judaism) they are putting their weight behind… which is very important since they emphasis different things. And that’s why things like this shouldn’t be done – it’s playing government playing favoritism of one form of religion over another, an antithesis of our Constitutional rights.

Exodus 20 and Deuteronomy 5 – two sets of covenants (10 lines each) from G-d. Both extremely similar but not exactly the same.

Add to that Exodus 34, the ritual commandments ordered by G-d and the only place where the phrase “Ten Commandments” is mentioned.

well, that’s crime called battery. Saying words some people don’t like to hear isn’t a crime.
