   Got it. Yes, teams need a floor (or an anti-luxury tax). it’s a bit hard given players moving between majors and minors but something that says, regardless of that – you must pay $X in MLB player salaries in a year or else you don’t get any of the luxury tax money (or pay an additional fee to get to that point).
