Our local newspaper puts them in little orange sleeves every day. Someone then collects them to recycle back to the newspaper. Others use them for dog duty. Still others use the newspaper for dog duty. I (very selectively) read my news online.
i get the paper for my wife. sales, coupons and funnies, then under the catś litter pan in case she “misses”. the paper here in norfolk va is kinda pitiful (heavily slanted toward va beach democrats). the rest goes in the trash.

You can tell what paper people subscribe to when they’re walking their dogs: blue bags means NY Times, yellow bags are from the Star Ledger.
