It’s a reference to Tom Sawyer. Just like the story he’s trying to get someone else to white wash the fence. It just so happens that a PETA person passes by. They are known to throw red paint to symbolize blood but Tom is trying to talk her into white washing the fence instead. She probably did it since PETA people can be a little dense sometimes.
Really, you need to sit down and read Mark Twain, and keep up with current events! That’s what happens when you ban classic literature from your schools. This comic makes perfect sense and is quite humourous.
Oh, and I should probably explain my last comment: Mark Twain’s book Huckleberry Finn was banned from many schools in the U.S. by religious fundamentalists (doesn’t seem to matter which religion, they all seem to like burning books and suppressing freedom of thought and speech) to the cultural detriment of a whole generation.
