They had a big executive axing several years ago and I believe she was a secretary for one of them. So in essence she might be reporting to a position that no longer exists.
Technically, Rita is her ultimate superior, who, therefore, could let Mrs. Jenson go at any time, at least in theory. Of course, that would not be funny. And there is quite a bit of humor to be mined from this entire scenario.
I was thinking the same as KentheCoffindweller, maybe her boss was fired and they forgot to reassign her (since they forgot she reported to that boss) and thus has a position that does nothing.
