Actually, there are laws that require the prizes be real, and that they send out a notice telling everyone that buying anything does not improve your chances. BTW, for PCH, since you can enter online, you don’t even have the cost of the stamp. For Reader’s Digest, you may or may not have postage to pay (sometimes they send you a business reply card or envelope), but their offers often come with an offer of a free sample from a book or recording set. You do then have to write them a cancel order to keep from being sent any more, but you can figure that the cost of that stamp is all you are paying for the otherwise free sample product and that the sweepstakes entry is cost-free except for your time and effort.
With either company (I don’t have personal experience with any others, but the basic principles are similar), your chances of actually winning anything are infinitesimal but if you can enter any contest for free (at least monetarily speaking), then I figure why not. If enough people enter without ordering anything, then they’ll probably quit offering the prizes, because they can no longer afford it, but that is their business decision to make. Regardless, there are very strict laws that they have to conform to if they do hold sweepstakes.

One of my “already a winner” letters that I recently got included a car key. You have to go to the car lot, and if your key fits, you win a car.
