I know comic strip physics, but how did Andy get into the sewer if there were loan sharks on both sides of the house?

Andy is very stealth. Lifting a manhole cover is hard to do without being heard, but the loan officer mossed it entirely, six feet behind him. This too, thanks to cartoon physics!
