I wasn’t sure of the meaning of the phrase so Googled it:

Sheesh, all of you immediately take the most obscene interpretation possible! Well if that’s what we’re talkin about, I would just say – there is a danger zone between the bottom of his cuff and the top of his shou, where low hanging could occur.
