Lucy is the bizarre little sister of one of the members of Barkeater Lake football team (can’t recall his name off hand). I think we’ve only encountered her once before in this run-through of the strip, so it’s probably to be expected that she is not well remembered.
That said, I want to know how she figures English to be a “nearly dead” language. “Abused,” arguably yes, “nearly dead,” no, not really.
