In university, I had one professor who gave open-book exams, where we could bring all our notes. The only catch was that the exam was long and little time was given, so there really was no time to make use of our notes. He also gave one (also open-book) that had three large groups of questions from which we got to choose two groups of questions to do. Before we started the exam, he “apologized” for the fact that he was only able to give us an hour for a two-hour exam. Anyone who actually read all the questions before choosing two groups were very unlikely to have time to answer them, and most people were unable to complete the exam.

Let the boy fail and then ground him and take away his electronics for recreational use. Let him earn them back by good grades and doing chores.
