We don’t really know for sure, and McGruder has never explained it, as far as I know. Most people think Huey and Riley’s parents are either dead or in prison.
I thought it was Caesar who always delivered the “your moms” disses, usually outdoing Huey eventually. With the hoodie, I can’t be sure who I’m seeing, but it doesn’t look to me like Riley. Frankly, I have no idea who Caesar lives with but I believe he came from Brooklyn not Chicago.
Caesar’s not truly mean, though he can be merciless in faulting Huey for his perennial pessimism, paranoia and politicization.
