Huey: Except when they did it in 1927. Tom: Again, I'm sure it'll be a million years before they do that again.
In a rational world, instead of repeating the 1928 mistake of building in the flood plain, wouldn’t be smarter to rebuild the ghetto in a different area in Louisiana? Surely the whole state is not a flood plain. Turn the flooding ghetto into a park or wildlife refuge for alligators.
