“the manager” needs to learn enough about what he is trying to sell to make the sale. I work in retail, I don’t bake and couldn’t decorate a cake to save my life, but I know enough to answer peoples at least basic questions if a more knowledgeable staff member isn’t on shift with me. Anything else is pure incompetence.
