In my town we have to drain shallow water to prevent the spread of mosquito-borne West Nile Virus.

my wife planted marigolds near our pool and i was surprised that we were never bothered by mosquitoes

Earwigs will skelotonize marigolds and mums. A little seven dust on the leaves for protection. Maybe dish detergeant solution instead.
