When I got into high school, I didn’t use my locker all four years because I didn’t have very many textbooks. Well, I did use a locker in physical education class and in carpentry class.

when I was in Junior high in MD, we had an annual inspection of our lockers. We had to clean them and take everything out to take home. If we missed locker inspection day, our locks were cut off and the locker cleaned out without you taking your personal items home. Trust me, no one ditched inspection day.
In high school in Cali, kinda the same thing. But you had to the last day of school to clean out your locker. If any locker still had a lock and stuff in it after Vac started, it got thrown away.
And what I meant by clean the locker, the Janitor was there is actually help you scrub your locker clean.
