Vultures eat meat. Birds in general eat several times their weight. So the saying, “eats like a bird” aimed at someone who picks at their food is misleading.

I would say he eats a peck at a time.

Anyone who owns birds knows that they make the pigs in another “eating” idiom appear downright anorexic.
