Congress (the administration doesn’t set spending, only signs the budget bill, even if it’s recommendations ARE followed) actually writes the “budget”, but some folks have busted it “off the books” in the recent past. THAT is where that monitor called Congress should have stepped in, in 2003, and started saying, “NO!”
